Jose (Rafa) Castro, PE, PMP, ENV SP is a civil engineer, program manager, and business leader with more than a decade of experience delivering complex infrastructure, construction, and development projects across Florida and the Caribbean. Currently serving as a Program Manager at KEITH and holding professional engineering, project management, and sustainability credentials, he specializes in program controls, cost management, permitting, regulatory compliance, and strategic project delivery. 

Jose combines technical expertise with business acumen, strengthened by an MBA from the University of Florida and international consulting experience in USA, Portugal & Dominican Republic. Throughout his career, he has led multidisciplinary teams, managed multimillion-dollar infrastructure programs, supported business development initiatives, and partnered with public agencies, developers, and private-sector clients to deliver efficient and sustainable solutions. Fluent in English, Spanish, and French, he is passionate about leadership, innovation, and creating long-term value through infrastructure and organizational growth.
