Francisca Kasubi, PhD, EI, RSP1 is a transportation engineer and researcher with a Ph.D. in Civil Engineering (Transportation) from Florida International University (FIU). She currently serves as a TSM&O Systems Engineer at HNTB. In this role, she supports FDOT programs in TSM&O, ITS, traffic operations, safety, emergency evacuation planning, and connected vehicle applications. Her work includes TSM&O strategic and action planning, ITS design and communications systems implementation, traffic signal modernization, ITS architecture updates, and SunGuide program support. She also contributes to data driven system performance evaluation and operational planning for safer, smarter, and more resilient transportation systems. 

Francisca previously served as President of the Florida Engineering Society Student Chapter at FIU. She currently supports FES Miami Chapter publication activities. She also serves as Secretary of the Tau Beta Pi Florida Theta Palm Beach and Broward Alumni Chapter. Her professional service includes University Liaison roles with WTS South Florida and South Florida ITE. She is also a member of the Transportation Research Board (TRB) Standing Committee on Traffic Incident and Emergency Operations Management (ACF16). Francisca is committed to advancing the engineering profession, mentoring emerging engineers, and strengthening community engagement.
