Jose A. Otero is president and co-founder of CMPLX – leveraging over 19 years of multidisciplinary experience working on transportation, transit, and site development projects. Jose graduated from Florida Internation University (FIU) with his Bachelor of Science degree in Civil Engineering and received magna cum laude honors. Post-graduation he maximized the opportunities afforded to him at different firms ranging from very small businesses to large corporate entities. All of those experiences continue to shape what he is building and the collective of design professionals he leads at CMPLX. At this stage of his career, he remains a very hands-on engineer and project manager who specializes in the design of various highway facilities including major urban and rural arterials/collectors, as well as limited-access facilities and interchanges which have involved various types of improvements such as milling, resurfacing, widening and full reconstruction/reconfiguration. Jose believes in delivering value to his public- and private-sector clients by providing functional and context-appropriate design solutions which reduce overall costs, minimize impacts to the environment, embrace sustainability, and simplify the complex. His main focus these days is on continuing to grow CMPLX with creatives and design professionals who are just as passionate as he is about the planning, design, and construction of transportation, development, and infrastructure projects for our community.

Beyond his technical achievements, Jose is dedicated to advancing the civil engineering profession and stays involved his community. Notable achievements include receiving the 2019 Young Engineer of the Year award from the FES Miami Chapter, as well as graduating as a member of the Florida Engineering Leadership Institute’s (FELI) 2019 class.
